BLK04: The
DID is modified as follows:
Data reported shall reflect the cumulative status through month end of the
prior month. If estimated actual costs are included in the actual cost
reported, they shall be clearly identified in that reporting cycle and
replaced with actual data in the following reporting cycle.
At the request of the Contracting Officer, the Contractor shall provide all
pertinent records and data for the purpose of evaluating the effectiveness of
the contractor management processes and the accuracy of the data reported.
Supporting earned value reports including the Management Reserve and
Undistributed Budget Logs may also be required.
Replace all occurrences of Department of Defense Acquisition Contracts with
RB-M System Acquisition Contract.
Replace all occurrences of WBS with CWBS.
Replace all occurrences of DOD with DHS.
In paragraph f.1, add "Routine reporting shall be at the CWBS levels
identified in Section J, Attachment 5, CWBS, or to levels established at EVMS
Integrated Baseline Reviews (IBRs) or at other times agreed to by the
Contracting Officer."
Replace paragraph f.2 with "The Contractor shall use formats 1, 3, and
5."
In paragraph f.3, add "the variance approach will be mutually reassessed
at least every six months and adjusted as necessary to ensure useful analysis
information will be provided."
In paragraph 1, delete "the United Nations Electronic Data Interchange …
or the XML equivalent"
Add the following paragraphs:
2.2.2.6 OMB EACs. Provide additional EACs using the Office of Management and
Budget (OMB)-specified Estimate To Complete (ETC) formula: ETC =
PF*(BAC-BCWP) where PF is a performance factor. Identify these EACs according
to the performance factor used. Provide an EAC for each of the following
performance factors. If these EACs are different from the most likely EAC,
explain briefly in Format 5.
2.2.2.6.1 PF1 = 1/CPI
2.2.2.6.2 PF2 = 1/(CPI*SPI)
2.2.7 Performance Curve Graph. Provide a performance curve graph plotting
cumulative BCWS, BCWP, and ACWP on a monthly basis from inception of the
contract, with BCWS plotted to completion and projecting the ACWP curve to
the most likely estimate at completion (EAC) value.
2.6.3.2 Variance Analysis Reporting. Variance reporting shall be at a
sufficient level of detail to allow the government to verify the analysis,
conclusions, and recommendations. Clearly identify the following performance
data:
2.6.3.2.1 Cost variance = (BCWP minus ACWP)
2.6.3.2.2 Cost Variance % = (CV/BCWP X 100%)
2.6.3.2.3 Cost Performance Index (CPI) = (BCWP/ACWP)
2.6.3.2.4 Schedule Variance = (BCWP minus BCWS)
2.6.3.2.5 Schedule Variance % = (SV/BCWS X 100%)
2.6.3.2.6 Schedule Performance Index (SPI) = (BCWP/BCWS)
2.6.3.2.7 The five Estimates at Completion (EAC) identified in paragraph
2.2.2.
2.6.3.2.8 Variance at Completion (VAC) = (BAC minus EAC) for the most likely
EAC and both OMB EACs
2.6.3.2.9 Variance at Completion % = (VAC/BAC X 100%) for the most likely EAC
and both OMB EACs
2.6.3.2.10 Expected Completion Date
2.6.3.3 Where best case, worst case, and OMB EACs differ from the most likely
EAC, provide an explanation of the assumptions, conditions, and methodology
underlying the most likely EAC and briefly discuss and/or explain the
differences.
BLK10: Submissions are required monthly and in conjunction with each IBR
described in SOW 041-10.2.
BLK12: Monthly submissions are required not later than 12 working days
following the end of the period being reported. Submissions in conjunction
with an IBR are required 15 DBIBR. Allow 15 days for Government review.
BLK13: 15 DARC, Allow 15 days for Government review.
BLK14: No hard copy required; delivery by electronic media only, by ANSI X12
format compatible with C/S Solutions Inc. wInsight.
