This Modification is issued to make both administrative changes and incorporate agreed upon changes based upon the 23 August 2006 agreement. This modification incorporates a no cost change to Specification 423 ELECTRONIC NAVIGATION SYSTEMS as identified in this modification. This MODIFICATION incorporates a new CLIN 1009 entitled, "Post-Award Changes to RB-M Detailed Design." This MODIFICATION also incorporates the Contract Change language associated with REA-001 entitled "Mock-Up Changes." The Change in Contract effort associated with REA-001 will be activated by a forthcoming Delivery Order. This Modification incorporates agreed upon changes based upon the7 Dec 06 agreement. (CLIN X003 milestone payment changes.) This Modification incorporates RB-M Agreement No. 1, dated 4 May 2007. As part of RB-M Agreement No. 1, this MODIFICATION also incorporates REA-010 at a value of $14,000. The change effort associated with REA-010 will be activated by a forthcoming Delivery Order to CLIN 1009. This No Cost Modification incorporates Contract Change language to correct, clarify and amend portions of the Statement of Work and Specifications. This MODIFICATION sets forth an interim ECP value incorporated into CLIN 1002 for the effort associated with ECP-009 entitled "Interactive Electronic Technical Publication (IETP) and Maintenance Philosophy." The Change in Contract effort associated with ECP-009 will be activated by a forthcoming Modification to Delivery Order HSCG23-06-J-ARP021 to increase the unit price of CLIN 1002. Modification approves and incorporates six (6) No Cost Engineering Change Proposals (ECPs) 016, 017, 021, 022, 023 and 024. Additional no cost changes are incorporated associated with freeing ports, crew communications, HVAC standardization and duct materials. This Modification definitizes Request for Equitable Adjustment (REA -001), Mock-Up Changes. The change in CLIN value associated with this definitization will be awarded by a forthcoming Modification to Delivery Order HSCG23-06-J-ARP032. This Modification increases the interim funding for the effort associated with ECP-009 entitled "Interactive Electronic Technical Publication (IETP) and Maintenance Philosophy." The change in Contract effort associated with ECP-009 will be awarded by a forthcoming Modification to Delivery Order HSCG23-06-J-ARP021 to increase the unit price of CLIN 1002. This Modification increases the interim funding for the effort associated with ECP-009 entitled "Interactive Electronic Technical Publication (IETP) and Maintenance Philosophy." The change in Contract effort associated with ECP-009 will be awarded by a forthcoming Modification to Delivery Order HSCG23-06-J-ARP021 to increase the unit price of CLIN 1002. Milestone 8 is changed from 2% to $22,000 to match other IETP Monthly Report Status milestones. Milestone 9 is changed from 25% to 27% to maintain a total value of 100% for Milestones 9 through 21. This Modification incorporates the Scope of Work and Contract Change language associated with Engineering Change Proposal (ECP-009) entitled, "Interactive Electronic Technical Publication (IETP) and Maintenance Philosophy" to CLIN 1002 entitled, "RB-M Detail Design". This Modification increases the interim funding for the effort associated with ECP-009 entitled "Interactive Electronic Technical Publication (IETP) and Maintenance Philosophy." The change in Contract effort associated with ECP-009 will be awarded by a forthcoming Modification to Delivery Order HSCG23-06-J-ARP021 to increase the unit price of CLIN 1002. This Modification officially incorporates the Scope of Work and/or Contract Change language for Engineering Change Proposals (ECP) ECP-006, ECP-007, ECP-008, ECP-012, ECP-013, ECP-020, ECP-026, ECP-027, ECP-028, ECP-030, ECP-036 and ECP-037 into the Contract prior to negotiation and/or receipt of proposal(s). This Modification increases the interim funding for the effort associated with ECP-009 entitled "Interactive Electronic Technical Publication (IETP) and Maintenance Philosophy" and revises the Performance Based Payment Milestones. The change in Contract effort associated with ECP-009 will be awarded by a forthcoming Modification to Delivery Order HSCG23-06-J-ARP021 to increase the unit price of CLIN 1002. This Modification increases the interim funding for the effort associated with ECP-009 entitled "Interactive Electronic Technical Publication (IETP) and Maintenance Philosophy." The change in Contract effort associated with ECP-009 will be awarded by a forthcoming Modification to Delivery Order HSCG23-06-J-ARP021 to increase the unit price of CLIN 1002. This Modification incorporates a new Time and Materials CLIN 2009 entitled, "Technical Services for Hull 45601." The Change in Contract effort associated with CLIN 2009 will be activated by a forthcoming Task Order. This Modification incorporates a rate for Kvichak Marine Industries for CLIN 2009,an addition of CLIN 2009 to Section F (an inadvertent omission from Modification A00017), and new milestones for CLIN 1002. This Modification incorporates and definitizes three Requests for Equitable Adjustments (REA) - REA-007,REA-011, and REA-013 under new CLIN 1010, revises SOW 068-2.2.4 to allow Contracting Officer designation of the hull for the first Physical Configuration Audit (PCA), changes SOW080-2.3.5 Minor Defects, corrects two missed deletions in Engineering Change Proposal(ECP) ECP-028 from MOD A00014 and adds interim funding for Nonrecurring Engineering (NRE) to CLIN 1009 for authorized, yet undefinitized REAs and ECPs. The change in CLIN values associated with these changes will be awarded by forthcoming Delivery Orders. This Modification increases the interim funding for the effort associated with ECP-009 entitled "Interactive Electronic Technical Publication (IETP) and Maintenance Philosophy." The change in Contract effort associated with ECP-009 will be awarded by a forthcoming Modification to Delivery Order HSCG23-06-J-ARP021 to increase the unit price of CLIN 1002. This Modification incorporates a change to the video required by Statement of Work 099-4. The effort is changed to include footage on location at a Coast Guard Station. This Modification also incorporates a new Time and Materials CLIN 3009 entitled, "Technical Services for Hull 45602." The Change in Contract effort will be awarded by forthcoming Task Orders. This Modification sets forth interim Engineering Change Proposal (ECP) values incorporated into CLIN 1010 for the efforts associated with ECP-030 entitled, "PRO Facilities" and ECP-041 entitled, "Second PRO Facilities." The Change in contract effort will be awarded by forthcoming Delivery Orders. This Modification definitizes Request for Equitable Adjustment (REA-012) entitled, "Keel Laying Ceremony." The change in CLIN value associated with this definitization will be awarded by a forthcoming Delivery Order. This Modification definitizes ECP-001, entitled, "Main Engine Raw Water Cooling System Strainer" for Non-Recurring costs and recurring costs for Hulls 45601 - 45612 only. This Modification also adds CLINs 1003ac and 1003bc. In addition, agreed upon Specification Language for Fendering is added. The definitization for ECP-001 will be awarded by a forthcoming Delivery Order. This Modification definitizes 3 ECP's. ECP-007, ECP-020, and ECP-028 and 1 Request for Equitable Adjustment (REA), REA-005 with a combined total Recurring Boat CLIN x003 Price of zero dollars. This Modification also definitizes the Non-Recurring (NRE) costs for REA-004, REA-005, ECP-006, ECP-007, ECP-008, ECP-013, ECP-020, and ECP-028. The change in CLIN value associated with this definitization of NRE costs will be awarded by a forthcoming Delivery Order to CLIN 1009. This Modification decreases CLIN 1010 for interim funding of Engineering Change Proposal (ECP) ECP-030 entitled, "PRO Facilities." This Modification definitizes ECP-041- entitled, "Second Pro Facilities." The change in CLIN value associated with this definitization will be awarded by a forthcoming Delivery Order to CLIN 1010. This Modification Definitizes the Recurring costs for 3 Engineering Change Proposals(ECPs): ECP-008,ECP013 and ECP-036, and one Request for Equitable Adjustment (REA), REA-004. The combination of these definitizations results in a zero dollar change to the Recurring Boat CLIN x003 Price. This Modification also definitizes the Non- Recurring (NRE) Costs for ECP-037. The change in CLIN value associated with this definitization of NRE costs will be awarded by a forthcoming Delivery Order to CLIN 1009. This No Cost Modification incorporates Contract Change language to correct, clarify and amend portions of Section I - Contract Clauses, Section J - Statement of Work, and Section J - Specification. This Modification increases the interim funded price for the effort associated with ECP-009 entitled "Interactive Electronic Technical Publication (IETP) and Maintenance Philosophy." The change in contract effort associated with ECP-009 will be awarded by a forthcoming Modification to Delivery Order HSCG23-06-J-ARP021 to increase the unit price of CLIN 1002. This Modification definitizes ECP-030 entitled "Kent PRO Facilities Requirements." The change in CLIN value associated with this definitization will be awarded by a forthcoming Delivery Order to CLIN 1010. This Modification also adds a labor rate for Kvichak Marine Industries (KMI) for CLIN 3007. This Modification sets forth interim values for the effort associated with Engineering Change Proposal (ECP-001) entitled, "Main Engine Raw Water Cooling System Strainer" for Hulls 45613-45620, and ECP-044 entitled, "Incorporation of Additional Weld and Hose Log Details into CDRL 085-002. The change in Contract effort associated with ECP-001 will be awarded by a forthcoming Delivery Order to a new change CLIN 2003bc. The change in Contract effort associated with ECP-044 will be awarded by a forthcoming Delivery Order to CLIN 1009. This Modification definitizes Engineering Change Proposal (ECP) ECP-009 entitled "Interactive Electronic Technical Publication (IETP) and Maintenance Philosophy." The change in CLIN value associated with this definitization will be awarded by a forthcoming Modification to Delivery Order HSCG23-06-J-ARP021 for CLIN 1002. This No-Cost Modification incorporates the Leicht Memorial Park, Green Bay, Wisconsin, as the alternate location on the date July 4, 2009, for the parties' follow-up joint inspection of non-compliance issues on RB-M Hull 45611 identified by the Post Construction Inspection required by SOW Paragraph 092-5.2. This Modification increases the interim funding for the effort associated with ECP-044 entitled "Incorporation of Additional Weld and Hose Log Details into CDRL 085-002." The change in Contract effort associated with ECP-044 will be awarded by a forthcoming modification to Delivery Order HSCG23-06-J-ARP032 to increase the unit price of CLIN 1009. This Modification sets forth interim values for the effort associated with Engineering Change Proposal (ECP) ECP-001 entitled, "Main Engine Raw Water Cooling System Strainer" for Hulls 45621 - 45636. The change in Contract effort associated with ECP-001 will be awarded by a forthcoming Delivery Order to new Change CLINs 2003cc and 3003cc. This Modification definitizes Non-Recurring (NRE) Costs for three Engineering Change Proposals (ECP) - ECP-012 (except Bill of Material (BOM)-3), ECP-027, and ECP-036. This Modification also definitizes all costs for ECP-032 and Request for Equitable Adjustment (REA), REA-018. The change in CLIN values associated with definitization of NRE costs, and all costs for ECP-032, will be awarded by Modification to the Delivery Order to CLIN 1009. The change in CLIN values associated with the definitization of all costs for REA-018 will be awarded by Delivery Order to CLIN 1010. This modification incorporates Contract Change Language for ECP-065, Grounding Wand, prior to receipt of proposal and negotiation. This modification revises Paragraph G.7, Accounting and Appropriation Data, in Contract Section G. This Modification sets forth interim values to be funded by a forthcoming Delivery Order for the effort associated with Engineering Change Proposal (ECP) ECP-001 entitled, "Main Engine Raw Water Cooling System Strainer" for Hulls 45637 - 45666. The change in Contract effort associated with ECP-001 will be awarded by a forthcoming Delivery Order to new Change CLIN 3003dc. This Modification revises paragraph B.1.1.c.ii, description of Time and Materials CLINs, to include CLINs 2009 and 3009 which were incorporated by previous Modifications. This Modification incorporates a rate for Kvichak Marine Industries for CLIN 4007. This Modification incorporates the following changes to Specification Sections: revised 075-1.2, added Table 075-1, revised 078-2.1.2.4, revised Table 100-5.1.1, revised 631-3, and added Table 631-3. This Modification incorporates revised CDRL 074-002. This Modification definitizes Engineering Change Proposal (ECP) ECP-044, "Incorporation of Additional Weld and Hose Log Details into CDRL 085-002." The change in Contract effort associated with ECP-044 will be awarded by a forthcoming modification to Delivery Order HSCG23-06-J-ARP032 to increase the unit price of CLIN 1009 by the amount not previously interim funded. The Modification definitizes Request for Equitable Adjustment (REA) REA-019, "Cost to Prepare ECP-060." The definitization of REA-019 will be awarded by a forthcoming modification to Delivery Order HSCG23-09-J-ARP322. This Modification definitizes Engineering Change Proposals (ECPs) for the identified hulls only as follows: ECP-006 (Hulls 1-12); ECP-012 (Hulls 5-250); ECP-026 (Hulls 1-250); ECP-027 excluding Shackle (Hulls 2-66); ECP-027 Shackle only (Hulls 2-250); ECP-037 (Hulls 1-126); ECP-040 (Hulls 13-250); ECP-052 (Hulls 9-250) with a combined total Recurring Boat CLIN x003 Price of zero dollars. This Modification also definitizes the Recurring Costs for ECP-006 (Hulls 13-20 only). The change in CLIN value associated with this definitization of Recurring Costs for ECP-006 (Hulls 13-20 only) will be awarded by a forthcoming Delivery Order to CLIN 2003bc. This No-Cost Modification incorporates the agreement of the parties for the Project Resident Office (PRO) Marinette Marine Headquarters Facility and the security requirements at the PRO Facilities. This No-Cost Modification incorporates the agreement of the parties for EVMS Reporting Change and Extension of Period of Performance for ECP-044. The purpose of this Modification is to exercise the option for the period 21 June 2011 through 20 June 2014. The purpose of this Modification is to adjust price periods and incorporate Sub-CLINs under CLINs x007. The purpose of this Modification is to decrease CLIN 1002 by $62,972. The purpose of this Modification is to fully definitize relaxation of testing requirements and NRE for ECPs 001, 052, 059 and 065. The purpose of this Modification is to fully definitize ECP-001 recurring costs for Hulls 45613-45850. The purpose of this Modification is to incorporate administrative and no cost supplementally agreed changes. The purpose of this Modification is to delete the Contract requirement for a second Physical Configuration Audit (PCA). The purpose of this Modification is to incorporate and definitize Engineering Change Proposal (ECP) ECP-150, Stowage Cradles. The purpose of this Modification is to fully definitize recurring costs for ECP-006 for Hulls 45621-45666 and ECP-065 for Hulls 45613-45850. The purpose of this Modification is to decrease CLIN 1009 costs by $237,275 in exchange for agreed consideration. The purpose of this Modification is to revise Section B to update the values of CLINs 1002 and 1009 as previously agreed in Contract Modifications A00045 and A00052. The purpose of this Modification is to incorporate Onboard Spare Parts list in Specification Section 670-12; definitize non-recurring (NR) proposal preparation and implementation costs; definitize recurring (RE) costs for Hulls 45656-45705; establish per hull price for Hulls 45706-45850; incorporate Kvichak Marine Industrates rate for CLIN 5007a and 5007b. The changes in CLIN values associated with this definitization will be awarded by a forthcoming Modification to Delivery Order HSCG23-07-J-ARP137. The purpose of this Modification is to incorporate an increase to the price of CLIN 5004a entitled, "Stowage Cradles (first 12 cradles)." The purpose of this Modification is to decrease CLIN 1002 by $1,356,320. This Modification also revises Specification Section 407-1 Electromagnetic Interference (EMI) Reduction per ECP-154, Specification Section Table 581-1 Anchor System Components per ECP-166 and Section G.3.3.1, regarding aggregate invoices, per agreement. This modification incorporates FFP CLINs 6002, 7002 and 8002 for Post-DCB (Development Configuration Baseline) Detailed Design Improvements. The purpose of this Modification is to definitize costs and establish pricing for ECP-183 Hatch Non-Skid and ECP-184 Hatch Hold Open Device; add sub-CLIN for partial ECP Grouping Lot; definitize credits for winter testing waiver for designated ACE hulls; definitize credits for Outfit List, Static Trim and Heel relaxation and Tests and Trials relaxation for designated hulls; update Contractor’s responsible official for invoices. The changes in CLIN values associated with this modification will be awarded by a forthcoming Delivery Order. The purpose of this Modification is to correct changes to Contract Part 1, The Schedule, Section B – Supplies and Services and Prices, previously incorporated by Modification A00059. This Modification corrects the starting hull for application of credits owed the Government to read Hull 45706 vice 45727.
